Does a sale really mean you are saving?

I am always unsure whether to believe if something is on 'sale'. I know many stores inflate the price of their products, just before discounting these prices as they put their 'sale' signs up. I don't think it is uncommon for stores to fabricate their sales offers. I've also seen supermarkets who claim a product is on 'special' but I know that I saw it for a slightly cheaper price two weeks earlier. Does the term 'sale' make people spend? Just because an item is on 'sale' or marked down, are you more likely to purchase the product than before?
